“RVSPCLS” SNCO expanded its international accreditation field by 8 indicators

The annual international accreditation process of the Republican Veterinary-Sanitary and Phytosanitary Laboratory Services Center SNCO operating under the aegis of the RA Food Safety Inspectorate has been completed today, which was conducted by evaluation expert from National Accreditation Board (ANAB) of the American National Standards Institute (ANSI) Alan Laffin.

More comprehensive reassessment of the laboratory general activities and capabilities has taken place this year. The “RVSPCLS” SNCO accredited by ISO / IEC 17025-2005 in 2017 has already improved its performance and has set the task of accrediting a new detailed ISO / IEC 17025-2017 standard, according to requirements.

Summarizing the results of his observations, Mr Laffin mentioned that both the overall documentation process studied at the first stage and the actual course of the laboratory tests tested at the second stage (availability of verification methods, supporting materials, scans, adherence to appropriate procedures) met the required accreditation criteria. “This laboratory improves its performance year by year, problems are reduced and, according to our observations, the laboratory complies with ISO / IEC international standards,” mentioned the international expert.

As a result of the audit, the laboratory’s accreditation field has expanded by 8 indicators.

The audit also carried out a preliminary evaluation of the “RVSPCLS” SNCO “Specific Dangerous Reference Laboratory”, which recorded that it complies with all standards, which means that the laboratory may also undergo an international accreditation process next year.

Workshop with Participation of European Countries National Contacts of Codex Alimentarius Commission

Vahe Danielyan, Head of Food Safety and Quality Control Inspection of the State Service for Food Safety of MoA of the RA took part in a workshop with participation of European countries national contacts of Codex Alimentarius Commission held in Almaty, Kazakhstan, on November 7-9.

The aim of the event was to present web tools, which will allow not only getting acquainted with all European standards and projects being developed, but also will give a chance to be involved in their elaboration on the national level. The representatives of participating states discussed the challenges existing in the food safety sphere.

The discussions have pointed out that in 21st century the focus of food safety sphere is primarily on chemical hazards, particularly the medicine, used in veterinary, including antimicrobial agents, residues of pesticides and agrochemicals, food additives, chemical contaminants.

Significant importance was paid to the implementation of national monitoring programs by the states and the continuous strengthening of laboratory capacities, with the aim to identify, prevent and address the issues of food safety. The workshop also touched upon the Strategic Plan for 2020-2025 of the Codex Alimentarius, the provisions of which will also be revised based on the results of the event.

Armenian and Russian experts discussed the international programs to reduce the risk of spreading antibiotics

DSC_5404On October 26, 2017 the State Service for Food Safety of the Ministry of Agriculture of RA hosted the representatives of the Federal Service for the Oversight of Consumer Protection and Welfare. The purpose of the visit was to present to the Armenian food safety experts the international program on reduce the spread of antibiotic resistance and to define the general procedure for laboratory assessment of residue materials and antibiotics in food and to define the cooperation between Armenia, Russia, Belarus, Kyrgyzstan, Kazakhstan and Tajikistan.
The program will be implemented by the Federal Hygienic and Epidemiological Center and the Moscow Research Center for Epidemiology. During the two-day meetings the parties have discussed the possibilities and steps of the project implementation, in particular the legislative regulations on the use of antibiotics in food production, the laboratory and methodological control on antibiotics and residue quantities in food. The colleagues  f the Federal Service for the Oversight of Consumer Protection and Welfare have got acquainted with the activities and technical capabilities of “Republican Veterinary-Sanitary and Phytosanitary Laboratory Services Center” SNCO of SSFS. Russian collegues will support the creation of an effective monitoring system and development of its methodology in the next two years. This project is planned to be fulfilled in 2019, before that training courses will be held for the specialists of the five countries.

The State Service for Food Safety of MoA of RA has Suspended the Meat Production of “ED-MIT” LLC

The State Service for Food Safety of Ministry of Agriculture of  RA, in the scope of inspection, has suspended the production of “ED-MIT” LLC. As a result of the inspections, it was found out that a number of sanitary and hygienic requirements were violated. Besides, the laboratory  examination of meat and meat products on microbiological indicators was not carried out.
The Director of “ED-MIT” LLC was obliged to comply  the sanitary and hygienic conditions of the workshop and the meat production process with the requirements of the Law of the Republic of Armenia on “Food Safety”. It was given a term to eliminate the violations.

The State Service for Food Safety of MoA of RA has Suspended the Public Catering Organization Function in two Kindergartens

The State Service for Food Safety of the Ministry of Agriculture of RA, in the scope of the state control, has suspended the public catering production function in the kindergartens of “Artik N4” and “Ani” in Maralik community.
As a result of the inspections, the Service revealed gross violations of sanitary and hygienic norms in two kindergartens: The requirements of technical regulation on the hygiene of food had not been kept. In particular, the kitchens in the pre-school institutions were unclean, non-renovated and not properly maintained; they were not provided with necessary furniture or washing and sterilization facilities; there were not taken preventive measures against the pests.
The State Service for Food Safety has set deadlines for eliminating the violations. Theese institutions will be permitted to restart the operation of the kitchens only after implementing all the assignments.

The State Service for Food Safety of MoA of RA will Examine the Market of Fruits and Vegetables

DSC_5481The State Service for Food Safety of the Ministry of Agriculture of RA in cooperation with the Ministry of Agriculture will conduct research in the fruits and vegetables market throughout the country during the November and December, in order to find out the origin of fruits and vegetables and provide complete information to consumers. The results of the research will be summarized at the end of December.
Taking into consideration the sales increase of fruits and vegetables during the pre-holiday months, the State Service for Food Safety will strengthen the  market and border  control. On 13 of November, the Deputy Chief of the SSFS Yeghishe Margaryan gave relevant instructions to all heads of the marz centers and border control points, detailing the scope of the action, representing  the questionnaire, by which the specialists will be able to ascertain the origin of fruits and vegetables in the market, the production/import ratio and traceability.
The received results and their analysis will serve as the basis for targeting the most vulnerable directions during the large-scale monitoring programs in the fruit and vegetable market, which are planned to be implemented by the State Service for Food Safety in the next year. On this purpose, more than 500 samples will be examined to determine residue materials and GMO’s in fruits and vegetables.

Since 1st of March exporters will be able to obtain accompanying documents on the same day

The State Service for Food Safety of the Ministry of Agriculture is creating database for business operators to facilitate export procedures.

The database will enable business operators to obtain the accompanying documents of the consignments on the same day without laboratory testing in case of submitting required information in accordance with the format (form is enclosed).

Business operators should apply to the Service to register in the exporters’ database (form is enclosed).

On the 10th of February Mr. Ishkhan Karapetyan, the Head of the Service (hereinafter referred as the Head) and Mr. Albert Weterings, Country Coordinator of “Netherlands senior experts” foundation (PUM) signed a Memorandum of Understanding aimed at creating large platform for business operators to learn about the international best practices.

Mr. Johannes Douma, Ambassador Extraordinary and Plenipotentiary of the Kingdom of Netherlands in Armenia (residency: Tbilisi), Lusine Davtyan, Deputy Head of the Service, Vahe Danielyan, Head of the Food Safety and Quality Control Inspection of the Service, Suren Khudaverdyan, PUM representative in Armenia, Levon Mnatsakanyan, Executive Director of the “Small and Medium Entrepreneurship Development Center” Foundation attended the event as well.

PUM is a non-profit organization working with more than 3000 volunteers who share their knowledge and experience with entrepreneurs in developing countries promoting the development of small and medium enterprises.

The Head introduced the priorities of food safety sector stipulated in RA Government Program and highlighted the need of providing business operators with new skills, business advice and experience.

“The main goal of this cooperation is to assist those businesses where violations, shortcomings and deviations are detected during the state surveillance. This is a good chance to improve food safety field via sharing the best practices and skills of the experts with Armenian entrepreneurs”, said Mr. Karapetyan.

The Head of the Service was hopeful that capacity building and quality development will facilitate the production of higher quality food products and the competitiveness thereof in foreign and domestic markets.

Mr. Albert Weterings spoke about the procedures of the services provided by PUM and introduced the process of registration assuring that the services provided by experts will be sufficient to achieve good results. 53 business projects successfully implemented in Armenia are proof of it. In the meantime he mentioned that food safety is one of the target areas of PUM and expressed satisfaction.

Mr. Johannes Douma highly appreciated the cooperation between Armenia and the Netherlands and the steps aimed at introducing international quality standards.

Taking into account the fact that main target groups of this cooperation are food and alcoholic beverages production, dairy processing, fish farming, beekeeping, farming, animal origin production, greenhouses etc., the Service had organized a meeting with Suren Khudaverdyan, PUM representative in Armenia and business operators engaged in food production.  During the meeting achievements gained in the result of PUM project as well as perspectives of the cooperation stipulated by current MoU had been introduced.

The representative of “Eko Kat” company had highlighted the positive results achieved by the assistance of Dutch experts in the framework of PUM.

DSC_0750It is worth mentioning, that a number of business operators have already expressed interest in cooperation with Dutch experts. Levon Mnatsakanyan, Executive Director of the “Small and Medium Entrepreneurship Development Center” Foundation had expressed his willingness to promote five business operators, as their beneficiaries.

The program will be ongoing. The Service will initiate awareness raising as well as consultancy activities aimed at progressing in the food safety sector.

From 22nd to 23rd of February, Ignati Arakelyan, the Minister of Agriculture of RA (hereinafter referred as the Minister) and Ishkhan Karapetyan, the Head of the State Service for Food Safety of MoA of RA (hereinafter referred as the Head) during the official visit to Georgia met Levan Davitashvili, the Minister of Agriculture of Georgia.

During the meeting directions of future cooperation were discussed. A special attention was paid to the steps aimed at developing a strategy of agricultural policy. The parties touched upon the bilateral cooperation in food safety, veterinary and phytosanitary sectors as well as the issues concerning trade and economic relations between two countries.

The Minister and the Head visited LEPL National Food Agency of Georgia, establishments engaged in production of feed and fertilizers as well a Wine Museum.

A Memorandum of Understanding (MoU) was signed between the State Service for Food Safety of MoA of RA and LEPL National Food Agency of Georgia

On the 23rd of February Ishkhan Karapetyan, the Head of the State Service for Food Safety of MoA of RA and Zurab Chekurashvili, the Head of LEPL National Food Agency of Georgia signed a Memorandum of Understanding on the cooperation in the food safety, veterinary and phytosanitary sectors.

Ignati Arakelyan, the Minister of Agriculture of Armenia and Levan Davitashvili, the Minister of Agriculture of Georgia were present during the event. Both Parties acknowledged the concept of MoU as a significant step aimed at introducing international standards and exchanging experience and information.

The provisions to facilitate the export of food products subject to phytosanitary and veterinary control and strengthening of the cooperation stipulated by the MoU were highlighted by Parties as well.

Cooperation between two agencies will be strengthened through bilateral visits of specialists carrying out control in food safety, phytosanitary and veterinary fields.
